What does the suspended Sinjar Agreement lead to?

In October 2020, the federal government of Iraq reached an agreement with the Kurdistan Regional Government to normalize the situation in Sinjar and resolving administrative and security issues of the local Yezidi population:

1-by forming a new administration, which is subordinate to the federal authorities, but in coordination with the regional government.

2-by withdrawing the mobilization forces and transferring security to the army and the federal police and appointing at least 2,500 Yezidi residents of Sinjar to the local police to protect the area.

The adopted agreement has faced difficulties in implementation, the Special Representative of the UN Secretary-General in Iraq, Janine Placher, in her report to the Security Council in 2022: "The local population urgently needs to rebuild their lives, they still face unforeseen obstacles due to disagreements over security measures, the provision of public services and unified management.

Since the signing of the agreement, I have been calling for its rapid implementation, but it is clear that the opposite is happening. No agreement has yet been reached on the election of a new independent mayor (for the judiciary), and funds for the local security service are still withheld, possibly due to interference in the appointment procedures of the local Yezidi population, it is unclear why the Yezidi population is not hired for government work».

Regarding the issue of militants who joined armed groups, Janine Placher stated the importance of taking a practical and realistic path, since some individuals who joined the militants simply decided to have their own security system, identity and income to support their families.

The UN Secretary General in Iraq criticized the governments of Baghdad and Erbil for their poor communication with local Yezidis and stated that Sinjar is increasingly becoming an arena for external and local destroyers. The lack of clear mechanisms for coordination, implementation and the dominance of party interests greatly hinders progress.
