The second part of the agreement includes:

- The security aspect of the agreement must be implemented in a way that ensures the spread of security and stability in the region and keeping it away from armed conflicts. At the same time, we affirm the need not to include Yazidis in local and regional conflicts.

The security mechanism must reflect the nature of the facts on the ground, so that all forces, including the Yazidi armed entities, are included. And that the goal is to establish a security structure that is fully subject to the state and effective to be able to protect the people of Sinjar from external and internal terrorist threats, especially since the Yazidis are still a target of extremist groups.

The restructuring of the security forces must include all residents who took up arms in 2014 and protected Yazidi civilians, and legally subject all these forces to an official structure supervised by the Ministry of Interior and the Ministry of Defense at the center.

- The security component of the agreement is unclear and could lead to an armed conflict. Iraqi Yezidis belonging to local armed units must be granted the premise of joining state entities according to capabilities, conditions and competencies, and individuals belonging to armed groups should be given the option to integrate into the national forces, as it is no secret that the failure to provide an alternative to integration It will create a risk of conflict in the future. Here we emphasize that the Yazidi community refuses to use any form of violence against any Iraqi Yazidi encyclopedia that was forced by the reality of the situation to join some of the active forces in the region.

We do not agree that Sinjar will not be part of any hostility towards any neighboring country, and we will not allow our regions to become a staging ground against any third party. All foreign fighters must be deported from Sinjar, and the government must work to implement this in cooperation with the Yazidi leaders to solve this problem.

The proposed number of local police of 2,500 is insufficient for the Sinjar region, as it is a vast and border area, and it will need at least nine thousand armed and well-trained personnel from the Federal Security Forces to protect it.

- It is not permissible for the police to volunteer to be in the hands of the parties and entities. Rather, there must be equal opportunities for all to apply according to legal mechanisms, preferential advice and specific conditions.
