The Independent High Electoral Commission of Iraq announced the start of the election campaign for the lists and candidates running in the elections for the provincial councils of Iraq, including the Yazidi-populated province of Nineveh.

The elections are scheduled for December 18, 2023, with the exception of Kurdistan. Some 23 million Iraqis are eligible to vote in these elections, including some 600,000 Yazidi refugees and displaced persons.

This election is significant because it is the first vote since the last general election in October 2021, which left a chronic political vacuum for almost a full year.

According to the new Iraqi parliamentary and provincial council election law, provincial councils will consist of 285 seats, of which only 10 seats will be reserved for members of national minorities, including Yazidis.

The Iraqi constitution gives the provincial councils broad powers, including the right to elect the governor and executive officials of the province, and to approve the project plan in accordance with the financial budget allocated to the province by the federal government.

Allocating only 10 seats to minority nationalities, including Yazidis, is not a fair division of positions in the Nineveh area. Yazidis have suffered greatly in recent years, and they deserve to have a greater voice in the governance of their region.

We hope that the Iraqi government will consider revising the law on elections to the Iraqi parliament and provincial councils to ensure that all national minorities, including Yazidis, are fairly represented in these bodies.
