UN calls for implementation of the Shangal agreement

A spokesman for the UN Secretary-General said the Baghdad-Erbil agreement on Shangal must be fully implemented.

"The Shangal Agreement of October last year is the first positive and important step in the right direction. We need this agreement, like all other agreements, to be fully implemented. And we certainly encourage discussions between Baghdad and Erbil on administrative, service and security issues in the Shangal area," said Farhan Haq, Deputy Spokesman for the UN Secretary — General.

In October, Baghdad and Erbil reached a historic agreement on the governance of Shangal, under which Baghdad is responsible for security, tasked with creating a new armed force drawn from the local population, and expelling all other militias.

But Baghdad has problems with the implementation of the agreement. The local council, backed by the Kurdistan Workers ' Party (PKK), this week called on its allied militias to stay.

A Yazidi commander linked to the Peshmerga forces expressed concern the day before that the Iraqi armed forces might have to resort to force. "We hope that it will not come to war, but the government must implement this agreement," Haidar Shasho said.
