Yazidi elites, leaders and Yazidi institutions make a statement on the "Shangal agreement"

Yazidi elites, leaders and institutions issued a statement on the agreement that was concluded between the governments of Baghdad and Erbil regarding the Shangal region to normalize security, administrative and service conditions.
On October 9, 2020, the Federal government of Iraq and the Kurdistan regional government of Iraq signed an agreement on the situation in Iraq.
Sinjar (Shangal), we would like to welcome this agreement in this regard as the first important step towards the reconstruction of Sinjar and enabling displaced Yazidis to return to their lands, where the land of their parents and grandparents is in peace and security. We also note that both governments are giving priority to the situation in Sinjar during their negotiations on disputed territories.
Given the current reality of the various factions in Sinjar, it is also necessary to start a peace process to normalize the security situation, aimed at preventing any future conflict through trust and the integrated participation of all parties. We therefore call on the Federal government, the regional government and the international community to take these points into account.
The first part of the agreement includes:
- The need to involve Yazidis and their representatives in the committees that will be formed in three areas: administration, security and reconstruction.
- Not to choose the office of mayor of Sinjar without the participation of the people of Sinjar and their official representatives, and to allow them to choose what they deem appropriate in accordance with the terms of the agreement, which provide for the conditions of independence, efficiency, integrity and acceptability.
- Regarding administrative and official positions in the judicial system, all Yazidi political trends should be considered.
- The government in Baghdad is working to establish a Yazidi support Committee for the Sinjar community and their political representation to provide support and assistance in implementing the terms of the agreement in a way that facilitates their role as a link between the Sinjar community and the government.
- The need to give Yazidis and their families a special role and priority in actively participating in the established committees, as well as providing them with legal benefits that facilitate certain conditions when nominating their candidates. This is done in order to avoid flaws, compensate for their damage and pave the way for building a social world.
