Freedom House: Georgia has embarked on the path of semi-consolidated authoritarianism

Georgia has embarked on the path of semi-consolidated authoritarianism. This is stated in the Freedom House report - "Nations in Transit 2024".

In the report, Georgia belongs to the countries with hybrid regimes leading to autocratization, in which, besides it, there are also - Hungary and Serbia.

However, according to the report, hybrid regimes on the way to democratization belong to - Moldova, Kosovo and Ukraine, and to cyclic (unchanged) hybrid regimes - Armenia, Albania, North Macedonia, Bosnia-Herzegovina and Montenegro.

Freedom House notes that according to their methodology, Hungary, Serbia and, to a lesser extent, Georgia are on their way to becoming semi-consolidated authoritarian regimes. According to them, key institutions in such systems (from the media to the judiciary) have gone beyond the expected level of politicization in the classical definition of hybrid regimes and are now effectively controlled by the ruling parties and used for party and personal gain.

According to indicators (from 1 to 7), Georgia has the following indicators: national democratic governance - 2.25, electoral process - 3.00, civil society - 4.00, independent media - 3.25, local democratic governance - 2.75, judicial framework and independence - 2.50, corruption - 3.50.

In total, the democracy index of Georgia is 3.04 points (out of 7), and in terms of percentages - 34%, and it is behind Armenia, Hungary, Serbia, Moldova, Ukraine, Bosnia-Herzegovina, Kosovo.
