Legal Issues Committee did not support the President's motivated notes on the draft law "On transparency of foreign influence The Legal Issues Committee did not support the President's motivated remarks on the draft law "On transparency of foreign influence".

Parliamentary Secretary of the President, Giorgi Mskhiladze, presented motivated remarks at the committee session.

As for the plenary session, as is known, the Parliament plans to override the President's veto on the mentioned law at tomorrow's session.

For information, President Zurabishvili returned the draft law "On transparency of foreign influence" to the Parliament in the same form and added only one clause, according to which the law is valid for one day after its enactment and loses its force on the next day.

In her motivational remarks, the President explains that the law adopted by the Parliament meticulously repeats the spirit of the Russian law and is the same as the law on agents drafted on March 10, 2023.

The President also says that the draft law adopted by the Parliament is unconstitutional and contradicts Articles 11 and 78 of the Constitution of Georgia.

"It is impossible to improve this law. The law in its entire content is unconstitutional - therefore, non-Georgian, non-European and non-democratic. Therefore, it is not subject to improvement by making changes to it. Its essence, content and principles are unacceptable.

Therefore, the repeal of the law is without alternative and represents the will of the people.

Taking into account all of the above, we suggest that the law be repealed as soon as possible - the day after its enactment," the President wrote in her motivated remarks.
