The Council of Europe urged Russia to immediately pay compensation to deported citizens of Georgia

The Committee of Ministers of the Council of Europe (COE) called on Russia to immediately pay compensation to Georgian citizens in the amount of 10 million euros for moral damage caused as a result of mass deportation in 2006. This was reported on Friday in the press service of the Ministry of justice of Georgia.

The implementation of the decisions of the European court of human rights (ECHR) ordered Russia to pay compensation to the citizens of Georgia were considered at the next meeting of the Committee of Ministers, held on 3-5 December.

The Committee noted that compensation is an unconditional obligation of Russia, based on article 46 of the European Convention on human rights.

"The Committee once again shared the arguments presented by the government of Georgia and called on Russia to immediately pay compensation to Georgia in the amount of 10 million euros. The Committee noted that the Strasbourg court ordered Russia to pay a fair amount, and expressed concern that the Respondent state has not yet fulfilled its unconditional obligation, " the Ministry of justice said in a statement.

Despite the objection of the Russian delegation, the Committee granted Georgia's request and scheduled the next debate on the "case of deportees" for the next meeting, scheduled for March 2020.

The deadline for the payment of compensation expired on 30 April 2019. After that, Georgia appealed to the Committee of Ministers of the Council of EUROPE.

The Ministry of justice emphasizes that during the previous meeting, in September, the Committee of Ministers of the Council of EUROPE has already appealed to Russia to immediately implement the decision of Strasbourg. At the same time, it was noted that Moscow will have to pay the interest accumulated due to the delay.

According to the decision of the Grand chamber of the European court of human rights of January 31, 2019, compensation in the amount of 10 to 15 thousand dollars should be paid to at least 1,500 citizens of Georgia, against whom Russia violated several articles of the European Convention during the mass deportation.
