The opposition has agreed on a plan for major reforms in the event of an election victory

The leaders of the Georgian opposition agree on the priorities of their work if they win the parliamentary elections. Seven parties have identified a plan for priority reforms in the justice system, education, economy and property.

The draft, which will soon be issued as a Memorandum, was discussed by the opposition leaders at a meeting in Borjomi. It was attended by representatives of the parties "Girchi", "European Georgia", "United national movement", "Democratic movement – United Georgia", "Lelo for Georgia", political platforms "Citizens" and "Agmashenebeli Strategy". The list of agreements at this stage is as follows.

Justice system

Opposition parties believe that the Ministry of internal Affairs should be decentralized. To do this, they suggest choosing police sheriffs in self-governing units. It is assumed that sheriffs will investigate all types of crimes, except those outside their territorial jurisdiction.

Also, the participants of the meeting believe that it is necessary to create a Bureau to combat organized crime.

The opposition parties propose to abolish the state security service of Georgia, transferring its functions to several new departments. Among them are the independent anti-corruption Bureau and the counterintelligence service.

If they win the election, the opposition also intends to reform the Prosecutor's office. According to the concept, the Prosecutor's office will no longer be part of the Supervisory and investigative apparatus, retaining the right of representation in court.

At the same time, when considering less serious crimes, the lawyer of the injured party, rather than the Prosecutor, will be able to act as the Prosecutor. The victims themselves will be able to choose a Prosecutor – a lawyer or a Prosecutor.

Education

The private education sector is proposed to be completely exempt from state regulation. Public schools are promised financial and managerial autonomy.

Restitution

Participants of the meeting believe that unregistered land plots that actually belong to people, and no one disputes the right to use them, should be registered as property.

Unregistered land plots that are actually jointly owned by a rural community or the population of a village and are not claimed by other people must be registered as village/community property. State property and minerals, except in special cases, are distributed equally among the citizens of Georgia.

"We have agreed on two major reforms. One of them is the return to citizens of property confiscated under the Bolsheviks-forests, land, and real estate, " said Zurab Japaridze, leader of the Girchi party.

Government spending cuts and economic policies

By 2024, the amount of public spending is proposed to be reduced to 20% of GDP. The opposition also promises to develop mechanisms to prevent the devaluation of the national currency within 100 days after coming to power.

Pre-election meetings where opposition leaders discuss plans for the future are organized on the initiative of Girchi and the National democratic Institute for international Affairs (NDI). The first round of such negotiations resulted in a Memorandum on the reform of the judicial system. In March, it was signed by up to 30 parties.
