Based on the situation and necessity, the Government has the right to restrict the movement of citizens, their labor and economic activity.

The Georgian Parliament has extended until June 30, 2021 the amendments to the law "On Public Health", which give the government the right to impose restrictions during the coronavirus pandemic without declaring a state of emergency.

83 deputies voted for the extension of the norm.

The amendments, which give the government the right to impose restrictions on the duration of the pandemic and regulate the activities of state departments without the consent of parliament, were adopted on May 22, when the state of emergency expired due to the continuing threat of coronavirus, until July 15, and later extended until January 1, 2021.

By today's decision, the Parliament extends the term of these powers to the Government from January 1, 2021 to June 30. Namely, based on the situation and necessity, the Government has the right to restrict the movement of citizens, their labor and economic activity, prohibit the holding of mass social events, etc. At the same time, the restrictions imposed by the Government must comply with the Constitution of Georgia and be determined by law or regulation. They can only be introduced if they are necessary for society and are not discriminatory.

Restrictions must necessarily be proportionate, and the benefits they bring exceed the harm, and they must not violate the European Convention on Human Rights. The authorities will also have the right to send people to quarantine or isolation. However, everyone sent to isolation or quarantine will have the right to a lawyer, have the right to inform their relatives and employer about their location, and know the reasons for sending them to quarantine.

Today, there are strict restrictions in Georgia. The country has introduced a ban on long-distance transportation and public transport, there is a mandatory mask regime, gyms, cafes and restaurants do not work, cultural events are prohibited. Stricter restrictions are planned to be introduced from January 3, when stores temporarily open for the New Year holidays will close.
