Georgia appoints 15 judges indefinitely

The Supreme Council of Justice has decided to appoint 15 judges appointed earlier for three years in perpetuity, according to the council's website.

Voting results: iveri Abashidze – 14 votes, Iosif Abramidze – 15 votes, Darina Abuladze – 14 votes, Tatia Gogolauri – 14 votes, Tina Vashakmadze – 15 votes, Nino Tarashvili – 15 votes, Iza Kelendzheridze – 15 votes, Maya Kvirikashvili – 15 votes, Goga Kupreishvili – 15 votes, Sofio Lezhava – 15 votes, Lela Mildenberger – 15 votes, Irma Togonidze – 14 votes, Natia Togonidze – 15 votes, Nino Chakhnashvili – 14 votes, Khatuna Jinoria – 15 votes.

The judges were appointed to their posts in January 2018 for a three-year term.

The high Council of justice selected them from 50 candidates and now has to interview each of them. The process will be monitored by representatives of the Public defender and the OSCE mission.

The first to be interviewed will be judge of the Tbilisi city court Iveri Abashidze and judge of the Tbilisi court of appeal Gocha Abuseridze.

After the list of candidates is reduced to 20, voting will begin for each of them in order to submit them to the Parliament for approval. This list will include those who enlist the support of 2/3 of the Supreme Council of justice.

The Parliament will need to send not only the list of candidates, but also information about them, as well as the conclusion of the High Council of justice.

Deputies of the Parliament of Georgia of the tenth convocation will consider all candidates for judges and vote for each of them separately. To become a judge, a candidate must have the support of at least 76 deputies. If the Parliament refuses to approve a candidate, the High Council of justice will have to submit to the Parliament a candidate from among those who did not reach the third stage of selection.

Candidates for judges of the Supreme court can be citizens of Georgia over 30 years of age who are current judges with at least 5 years of experience; former judges with at least 5 years of experience who left office no more than ten years ago; judicial system specialists with at least 5 years of experience.

The selection of Supreme court judges is one of the most controversial in Georgia and in 2019 led to a scandal. As a result, the country has developed new rules for the selection of judges. Some of them were appointed under the new rules, while the other part of the vacancies remains unfilled, since it was decided to finalize the new rules, but leave this issue to the new Parliament. Under the new rules, candidates have the right to appeal the decision of the High Council of justice at any stage of the selection process.
