The U.S. Embassy in Georgia publishes the text of the Memorandum of understanding reached between the ruling party and the opposition, and a joint statement that addresses issues of the electoral system.

"The signatories of this document agree that they support a change in the relevant provision of the Constitution of Georgia, which defines the next model of the electoral system for the 2020 parliamentary elections. The Parliament of Georgia consists of 120 deputies elected under the proportional system and 30 deputies elected under the majority system. The electoral barrier for proportional elections is 1%. The restriction mechanism excludes the possibility that a political entity that receives less than 40% of the votes in proportional elections will receive a majority of all seats in Parliament. The electoral law will establish additional mechanisms and restrictions to encourage proportional distribution of mandates.

The boundaries of the 30 majority electoral districts will be determined in accordance with the relevant decision of the constitutional court of Georgia and the recommendation of the Venice Commission. According to the number of voters, the deviation of electoral districts from their overall average size should not exceed 15%. Preference should be given to the formation of districts within the regions of Georgia, if the number of voters makes it possible. The above-mentioned rules for defining electoral districts may include no more than three exceptions to encourage the representation of minorities and the population of high-altitude areas or to consider unique geographical needs.

The parliamentary majority will publicly submit its proposal for the distribution of electoral districts no later than ten days after the initiation of the constitutional change in the Parliament. If early parliamentary elections are called between 2020 and 2024, the first such elections will be held in accordance with the rules set for 2020. All subsequent elections will be held under a fully proportional system, in accordance with the procedure set out in the Constitution of Georgia for the 2024 parliamentary elections," the joint statement reads.

In addition, the Embassy publishes a Memorandum stating that the parties agree on the importance of maintaining the highest standards in the Georgian justice system and striving to improve it.
