The leader of the faction of the opposition party "United national movement" in the Georgian Parliament, Roman Gotsiridze, said that the Russian foreign Minister Sergei Lavrov should not come to Tbilisi for a meeting of the Committee of Ministers of the Council of Europe (CMCE).

In the case of the visit of the Russian Minister, the Georgian opposition will hold massive protest rally, warned Gotsiridze.

"Lavrov's arrival in Tbilisi should be excluded, otherwise such a protest will begin that representatives of the current authorities will have to fly to Moscow on his plane, as did the head of Adjara, Aslan Abashidze, who flew from Batumi to Moscow with the then Secretary of the Russian security Council, Igor Ivanov, in may 2004," Gotsiridze said.

According to him, if the Russian delegation includes persons who violated the Georgian law on occupation, it will be a "purposeful provocation of Moscow".

Moscow will send its delegation to a Ministerial meeting of the Council of Europe in Tbilisi in may this year, but the level of representation will be determined later, Director of the Department of pan-European cooperation (DOS) of the Russian foreign Ministry Nikolai Kobrinets said in an interview with Interfax on February 10.

He noted that " the decision on the level of Russian participation, regardless of the venue of the session, will be made later." At the same time, the Russian Federation will take into account, among other things, "the ability of the Georgian side to adhere to the existing rule in the Organization not to use the presidency to settle political accounts", as well as "the level of representation of other key COE States".

The head of the DOS of the Russian foreign Ministry reminded that usually delegations at this event are headed by Ministers or their deputies, in some cases - permanent representatives to the Council of Europe. During his tenure as foreign Minister, Sergey Lavrov "took part in five ministerials out of 16".

"Tbilisi, as the Chairman of the Council of Europe, has international legal obligations to provide all delegations with unimpeded access to the country's territory, to ensure compliance with all the privileges and immunities provided for by the General agreement of the Council of EUROPE. Of course, no national law can serve as a basis for restricting the rights of entry of national delegations, " Kobrinets said.
