According to the bill, a special mechanism will be created for assigning an authentic surname to national minorities
At yesterday's meeting of the Bureau of the Parliament, amendments were submitted that provide for the creation of a special mechanism for assigning an authentic surname to national minorities.
"The surnames of representatives of some ethnic groups living in Georgia were created artificially, in a way that is not characteristic of the historical and cultural traditions of the same ethnic group. This practice of changing the surname in Georgia dates to the period of the Russian Empire. This process became especially intense during the Soviet era, when because of the assimilation policy, surnames characteristic of several ethnic groups was forcibly changed, which was dictated by the dominance of the Russian language. This process took place not only in Georgia. For example, after the Soviet Union, the endings of Azerbaijani surnames acquired suffixes characteristic of the Russian surname. It is known that a similar approach was used in Georgia and other ethnic groups (Yezidis, Greeks) living in other countries of the Soviet Union.
There were cases when the surname was not only modified but was completely artificially formed and assigned to specific persons. Representatives of ethnic minorities were deprived of the right to bear a surname characteristic of their own identity, and using this method of unjustified cultural dominance, these people were deprived of the opportunity to have their own authentic surnames," the bill says.
In accordance with the amendments, a temporary commission will be established, which will be authorized to study and submit to the Minister of Justice a list of nationalities in respect of which there has been a practice of assigning false surnames. The Commission will also be authorized to develop and submit to the Minister a methodology for changing surnames as a recommendation.
Also, based on the draft law, the Minister of Justice is authorized to issue an order on the procedure for changing the surname and resolving related issues. In the same order, the fee for services related to the procedure for changing the surname is determined.
