UK: House of Commons to discuss recognition of Yazidi genocide

The House of Commons will discuss whether the UK government should recognize the atrocities committed by the terrorist group ISIS over the Yezidis in Iraq as genocide.

The debate is scheduled in Westminster Hall and will be led by MP Brendan O'Hara, who has previously spoken out against the suffering of Yazidis at the hands of ISIS.

The UK government has condemned the ISIS atrocities committed against the Yezidis but has not recognized these crimes as genocide. In the UK, there is a long-standing policy that the decision is made by the highest criminal courts, not the government.

In 2016, the deputies of the House of Commons unanimously voted to recognize the crimes of ISIS against the Yezidis as genocide and refer this issue to the United Nations Security Council. However, the British Foreign Office ordered ministers to abstain on the grounds that the government has no right to make such decisions.

The International Criminal Court (ICC) has jurisdiction over cases involving genocide and crimes against humanity. However, Iraq and Syria are not subject to the ICC ruling, which makes it difficult to try convicted IS members for genocide. Some European States have proposed the creation of an international tribunal dedicated to IS-related cases, but progress has not yet been made.

This time, priority is given to the international recognition of the Yezidi genocide. The United Nations and the European Parliament, as well as other countries, including the United States, Belgium, Canada and the Netherlands, have already recognized the crimes of ISIS against the Yazidis as genocide. There is evidence that the IS crimes committed against the Yezidi community really constitute genocide, as stated by Karim Khan, head of the United Nations Investigation Team (UNITAD), to promote accountability for crimes committed by the IS.

More than 120,000 Yazidis have fled Iraq since ISIS launched its devastating campaign in the summer of 2014 against the Yazidi community, and tens of thousands of those who remain in the region live in camps.
