Tbilisi City Hall to buy metro wagons from Russian Metrovagonmash

Tbilisi City Hall will purchase metro wagons from the Russian Metrovagonmash, as working with other suppliers will increase the cost of the contract by more than a third.

This was stated by the Vice-Mayor of Tbilisi Irakli Khmaladze, the business portal reports BMG.

In December 2021, the Russian company Metrovagonmash won the tender for the purchase of Wagons for the Tbilisi metro within the framework of the project of the European Bank for Reconstruction and Development.

In November last year, Tbilisi Mayor Kakha Kaladze said that there would be no contract with Metrovagonmash, as there are fears that the company could fall under international sanctions.

However, after many consultations with the EBRD, it was decided to leave the results of the tender in force, while changes are being made to the contract, and all financial risks are insured, Khmaladze said.

According to him, Metrovagonmash is not under sanctions.

"Taking into account that at this price we would not be able to purchase wagons from an alternative supplier, and if we were to switch to the next offer provided in the tender, the purchase would be 30-35% more expensive… And agreed with the European Bank for Reconstruction and Development every stage and every point that was included in the contract", Khmaladze said.

According to him, the payment will be made as the wagons are delivered, and this is one of the conditions of the contract that has been added.

Metrovagonmash is to deliver 44 wagons to Tbilisi — for 49,190,000 euros. The Tbilisi City Hall and the Tbilisi Transport Company are financing the project with an EBRD loan, and along with the purchase of new wagons, the tunnel connecting the wagon depot and the Saburtalo line should be rehabilitated as part of the project.
