On January 18, the European Parliament adopted resolutions "On the implementation of the Common Foreign and Security Policy" and "On the implementation of the Common Security and Defense Policy".

In the resolution "On the implementation of the Common Security and Defense Policy", the European Parliament recognized that "the impunity that followed the invasion of Georgia in 2008 is one of the factors that caused Russia's aggression against Ukraine".

Russian occupation

The resolution "On the implementation of the Common Foreign and Security Policy" states that the European Parliament "recognizes that Georgia was the first country to be subjected to full-scale Russian military aggression in August 2008, when Russia tried to forcibly change the borders of a sovereign European state and to carry out the occupation of Abkhazia and the Tskhinvali region/South Ossetia, which are indivisible parts of Georgia, and also to take steps towards their de facto annexation, and as a result of ethnic cleansing, expel hundreds of thousands of people from their homes, and divide societies by occupation lines."

According to the statement of the European Parliament, the EU, as a mediator in the conclusion of the Ceasefire Agreement between Russia and Georgia from 2008, has a special responsibility. Therefore, the European Parliament calls on the European External Relations Service to "prepare a comprehensive report on violations of the Ceasefire Agreement of 2008" and "clearly identify the provisions that have not yet been implemented by the Russian Federation, as well as to submit recommendations that will call on Russia to fulfill its international obligations, in particular, to withdraw its armed forces from the occupied territories of Georgia and allow the creation of there is an international security mechanism in these territories".

The European Parliament believes that Ukraine's victory in the war with Russia will bring freedom not only to Ukraine, but will also become a decisive factor in restoring the territorial integrity of Georgia and Moldova.

EU membership

The European Parliament "once again confirms that the future of the population of Ukraine, Moldova and Georgia, as well as the countries of the Western Balkans, is in the European Union" and requests that Georgia be granted candidate status, provided that the country fulfills the priorities set by the European Commission.

On the other hand, the European Parliament calls on Georgia to really fulfill the priorities set by the European Commission.

Strengthening support

The European Parliament welcomed the EU's focus on Eastern European partners in the "Strategic Compass" and called on the EU to strengthen cooperation with Ukraine, Georgia and Moldova in the field of security, in particular in areas such as cybersecurity and the fight against hybrid threats and disinformation. The European Parliament also calls for increased military support and states that the EU should consider inviting Ukraine, Georgia and Moldova to participate in EU Permanent Structured Cooperation (PESCO) projects.

In the resolution "On the implementation of the Common Security and Defense Policy", the European Parliament also mentions other EU foreign policy instruments, such as the European Peace Fund (EPF), and calls on EU member states to ensure that the EU strengthens the resilience and defense capabilities of Ukraine, Moldova and Georgia by increasing the EPF budget.
