Every fourth young person in Georgia does not work and does not study

The study of the Advisory Group on Policy and Governance examines the Georgian labor market and its indicators in the 15-24 age group in 2017-2021.

According to its results, in 2017-2021, the participation of young people in the labor market was characterized by low activity and over time the indicators worsened. The unfavorable situation of young people in the labor market in 2017-2019 was further aggravated by the COVID-19 pandemic in 2020.

During the specified period, the proportion of young people in adults (15+) the population of Georgia was 13-14%. At the same time, the share of young people in the total number of employed was the lowest in 2021 – 8.5%, which is 4.1% lower than in 2017.

The number of unemployed youth aged 15+ has increased significantly since the COVID-19 crisis. In 2019, the share of unemployment among young people of this age category was 16.2%, and in 2021 – 18.4%.

Despite the fact that unemployment in Georgia decreased by 4 percentage points in 2017-2019, youth unemployment was growing.

The youth unemployment rate increased by 11 percentage points in 2020 and by 4 percentage points in 2021.

"The rapid growth of youth unemployment may be due to the fact that in most cases young people are not experienced and highly qualified personnel, which makes them relatively vulnerable to the pandemic and the regulations caused by it. In addition, young people tend to change jobs more often than adults. This may be an additional reason for the relatively high unemployment rate among young people," the study says.

During the analyzed period, along with the increase in the unemployment rate, the number of young people active in the labor market also decreased.

In 2017, this figure was 207,312 people, in 2021 — 129,718 people (a decrease of 37.4%).

It can be said that in 2017-2019, the indicators of the youth labor market deteriorated, and in 2020-2021, the COVID-19 pandemic became an additional factor in the deterioration of indicators.

It should be noted that the share of young people who do not work and do not study increased by 2.1 percentage points and reached 26.8% in 2021, which indicates that every fourth young person in Georgia does not work and does not study.

In 2020, Georgia ranked second in the NEET age group (groups not involved in education, employment or training) at the age of 15-24 among the Eastern Partnership countries and showed a better result than Armenia. At the same time, in 2020, this figure was three times higher than the EU average.

In 2021, the largest number of young people (21.7%) worked in trade. Also, in 2021, the share of young people employed in the public sector increased compared to the previous year.

In 2020-2021, the share of young people employed in qualified specialties in agriculture decreased from 26.1% to 13.6%. It should also be noted that in 2021, the share of young people employed in services and trade exceeded the employment rate of this category in agriculture.
