Georgia and Armenia are preparing a legal framework for electricity trade

Armenia is preparing a legal framework for electricity trade with Georgia. This was stated by the Deputy Minister of Energy of the Republic Hakob Vardanyan.

Now the power systems of the two neighboring countries are operating in an isolated mode. When Armenia wants to receive electricity from Georgia, it disconnects one of the border sections of its network and connects it to the Georgian one (and vice versa – if necessary, Georgia disconnects one of its sections and connects it to the Armenian system). After the construction of the new transmission line, the parties will be able to exchange electricity freely.

For this purpose, a new 400 kilovolt high voltage line will be built from Armenia to Georgia on a loan from the German bank KfW. It will complement the existing 220 kV line. In addition, a so-called direct current insertion will be installed at the border, which will allow the exchange of electricity without the above-mentioned disconnection-connection. For now, one 350-megawatt module will be installed there, but if necessary, several more can be installed.

The construction competition has already been announced and will be completed in the spring of 2023. The construction itself should take another 40 months. Given that the volume of energy flows will increase significantly, rules for them are also being developed.

In particular, in September Armenia and Georgia signed an agreement on mutual assistance in emergency situations. In the coming months, another agreement will be signed – on the regulation of deviations in trade (that is, cases when the actual volumes of supplies will deviate from the contractual ones).

The framework agreement for the quadrilateral corridor Russia-Georgia-Armenia-Iran, signed in 2015, continues to operate.

A similar voltage (400 kV) transmission line from Iran to Armenia is also under construction. After several delays, the completion date has now been postponed to the end of December 2023. Since the construction is fully financed by the Iranian side, the work is being carried out by Iranian developers. They have already completed work on relatively uncomplicated sites and continue to work in mountainous terrain.

After the construction of these two lines, four countries will be able to trade electricity freely.
