UN Special Representative: Shangal has become an arena for external and internal disputes

The Special Representative of the UN Secretary-General for Iraq, Janine Hennis-Plaschert, again called for the implementation of the Shangal Agreement, saying that the Yazidi-populated city has become an arena for external and internal disputes. The UN Envoy made remarks during a briefing at the UN Security Council related to the latest political and security developments in Iraq and the Kurdistan region.

"The Shangal Agreement signed by Baghdad and Erbil in October 2020 was perceived by many as a glimmer of hope: a very first, but important step in the right direction," she said. "And in this context, it is also important to note that Shangal is increasingly becoming an arena for external and internal disputes. By now, all interested parties would do well to acknowledge this fact — despite their gratitude for the help and assistance received in the past. You know, no one said that creating stable security and management structures would be easy. But it cannot be denied that the lack of clear coordination and implementation mechanism, the dominance of partisan interests and the constant presence of such conflicts significantly hinder meaningful progress."

Ms. Janine also noted that hundreds of Yazidi families were again moved to camps for displaced persons in the Kurdistan Region due to the recent armed conflicts between the Iraqi army and armed groups.
