On 14 November, the energy community Secretariat held expert consultations with Georgian stakeholders in Tbilisi to develop the skills and competencies needed to use a tool that calculates the energy performance of buildings. The tool was developed as part of the EU4Energy management Project.

The tool takes into account different climatic zones, automates the calculation of insulation efficiency values for Windows and walls and takes into account the use of renewable energy sources when issuing energy efficiency certificates. These certificates include the reason why they were issued, the building category, primary energy (measured energy consumption for heating in recent years), the share of energy from renewable energy sources, the energy efficiency class (A to G) and proposed measures to improve energy efficiency.

Earlier this year, the EU4Energy management Project developed national building energy efficiency certification rules and a sample energy efficiency certificate for Georgia. This assistance is part of EU4Energy's support to the country in fulfilling its obligations under the Energy community Treaty under the draft law on energy performance of buildings in Georgia, developed with EU4Energy's support in early 2018, which has not yet been adopted.
