Georgian President will have the right to set amnesty rules
In the Criminal code there will be a record that the amnesty is carried out "according to the rules established by the decree of the President of Georgia"
In the third and final reading, the Parliament of Georgia approved amendments to the criminal code granting the President the right to establish amnesty rules.
The current regulations are not enough, as they are too superficial. It is unclear what rules and conditions to follow when submitting requests for clemency and what documents and information to refer to, the explanatory note said.
After the President signs the bill adopted by the Parliament, the criminal code will add a note that the pardon is carried out "according to the rules established by the decree of the President of Georgia".
The author of the amendments is the Ministry of justice of Georgia.
The latest amnesty of convicts have caused a major scandal in Georgia. At the end of August, on the occasion of the religious holiday of Mariamoba, Georgian President Salome Zurabishvili pardoned 34 convicts, three of whom, as it turned out, were serving sentences for murder, two for drug trafficking, and one is still wanted.
Thus all three prisoners passed on resonant cases: one was condemned for murder of the police officer, and two managed to be detained and brought to justice many years later.
