The non-governmental organization Transparency International publishes an updated list of possible cases of elite corruption.

Experts have studied 144 cases involving dozens of high—ranking officials - judges, deputies, representatives of the Government of Georgia.

The organization claims that elite corruption in Georgia has acquired an extreme form of appropriation of the state.

According to the authors, it is alarming that the Prosecutor's Office of Georgia, the State Security Service and other agencies created to combat corruption leave crimes without response when persons close to the authorities appear in the case.

"In order to solve the problem of corruption at a high level, it is necessary to transfer the powers of the Anti-Corruption Agency and the Prosecutor's Office to an independent anti-corruption agency, which will be equipped with the appropriate resources, powers and a high degree of independence for an impartial and thorough investigation of corruption cases. corruption is at a high level," the authors of the report say.

The case of the ex-Prosecutor General of Georgia Otar Partskhaladze for cooperation with the FSB of Russia, against whom the United States imposed sanctions on September 14, was added to the cases considered.

The report notes that after Partskhaladze left the post, his wife's property increased significantly — the organization wrote about this back in 2018.

It is noted that the Tbilisi City Hall illegally transferred Partskhaladze's property in February 2016 as a result of an allegedly corrupt transaction. This is the conclusion reached by the State Audit Service.

"In the presence of an independent and impartial justice system, Otar Partskhaladze should have been given appropriate responsibility for a number of cases," Transparency International says.
