The indicator of access to public information in Georgia has fallen below the critical threshold — NGOs

The response rate of state institutions of Georgia to requests for public information in the past 2022 decreased to 58% — this is "the lowest figure since 2010, the non-governmental organization Institute of Freedom reported.

At the same time, the rate of timely provision of responses decreased to 35%.

The response rate in full form is 33%

The level of absence of responses to a request for public information is at least 41%.

The organization notes that after 2013, a critical threshold of 80% of responses to sent requests was set in the country, which was successfully maintained until 2022.

In 2022, the organization sent 7,582 requests for public information to 374 public institutions, of which it received a response to only 4,385 requests. Only in 2,640 cases did the agencies meet the 10-day deadline established by law.

The organization writes that most often questions related to the Russian-Ukrainian war, its impact on Georgia and compliance with international sanctions remained unanswered last year.

In terms of access to information, the presidential administration is in the lead — 95.36% and the parliament — 85.39%.

The anti-rating is led by the Ministry of Culture, Sports and Youth of Georgia and the Office of the State Minister for Reconciliation and Civil Equality — they did not respond to any request of the organization.

"In 2022, the deterioration of access to public information should be considered a special problem, since the EU recommendations for Georgia are largely related to increasing accountability and transparency of state institutions," the NGO notes.
