Parliament supports creation of Anti-Corruption Bureau in Georgia

The Parliament adopted amendments to the law "On Incompatibility of interests in a public office and corruption" together with related bills in the third, final reading – 78 deputies voted in favor.

The package of bills, which includes 27 bills, was considered by the country's parliament in an accelerated manner.

According to the first deputy head of the parliamentary Committee on Legal Affairs David Matikashvili, the existing name of the law is being changed and instead of the law "On incompatibility of interests in a public office and corruption" there will be a law "On the fight against corruption".

According to him, according to the amendments, an Anti-Corruption Bureau will be created, which will carry out its activities independently.

In order to ensure the independence of the Anti-Corruption Bureau, the State will be obliged to create appropriate conditions for its activities. The Anti-Corruption Bureau is accountable to the Parliament of Georgia and the Interdepartmental Anti-Corruption Council.

The main task of the bureau will be to promote the fight against corruption. The Bureau will monitor the implementation of the document defining the general anti-corruption policy and the national anti-corruption strategy of Georgia. The Bureau will also coordinate the activities of relevant bodies, organizations and officials.

The head of the Anti-Corruption Bureau will be appointed by the Prime Minister of Georgia for 6 years. The candidate for the head of the Anti-Corruption Bureau will be selected by a special competition commission and appointed by the Prime Minister of Georgia.

In addition to representatives of the Government and Parliament, the commission will include the Deputy head of the Supreme Court, the Deputy Prosecutor General, the Public Defender and an NGO representative, who will be chosen by the Public Defender.

In addition, to strengthen the effectiveness of the Anti-Corruption Bureau, an Interdepartmental Anti-Corruption Council will also be established in the country, which will develop proposals for the creation of an Anti-Corruption Strategy and a plan for its implementation, as well as make recommendations to the Anti-Corruption Bureau.

The composition of the interdepartmental council will be determined by the Government of Georgia and it will include representatives of international organizations, local NGOs, experts and scientists.

Strengthening the fight against corruption is one of the 12 recommendations that Georgia must fulfill in order to obtain the status of a candidate for membership in the European Union.
