Unfortunately, Georgia is a symbol of unfulfilled obligations. We have a ceasefire agreement of August 12, 2008, which has not yet been implemented. This agreement calls on Russia to withdraw its troops from the barracks to the positions they occupied before the 2008 war, Russia has not fulfilled this obligation. Instead, it occupies 20% of Georgia's territory," Carpenter said.
