Why tariffs for energy resources and utilities have increased in Georgia – explanation of the regulator

The National Regulatory Commission for Energy and Water Supply of Georgia (GNERC) has issued a statement providing detailed information on the growth of consumer tariffs for electricity, natural gas and water supply in recent years.
The regulator decided to make clarifications, as questions arose in the society after the publication by the media of the report of the National Statistics Service of Georgia on inflation for December 2021.
As GNERC explains, the increase in consumer electricity tariffs last occurred in December 2020. This was associated with the implementation of investment projects necessary for the reliability of electricity supply, as well as the negative consequences of the pandemic.
"When setting the tariff, GNERC took into account only those basic and necessary expenses for the work of companies, without which it would be impossible to provide quality services to consumers," the statement says.
As for natural gas, in most regions of Georgia, 1 cubic meter of natural gas for the consumer sector has remained at 57 tetri since 2017. In 2021, the gas tariff for Tbilisi Energy subscribers was set at approximately the same level (53.9 tetri/cubic meter) as in the rest of Georgia.
"We can say that the consumer gas tariff in Georgia is stable. The price of natural gas is below the market," the statement says.
In 2021, natural gas consumption in Georgia increased to 2.8 billion cubic meters. As GNERC points out, this has become an additional challenge for the country against the background of the fact that the price of gas in Europe fluctuates around 800-1000 dollars per 1000 cubic meters. Nevertheless, consumer gas tariffs in Georgia remain unchanged, the regulator adds.
GNERC revised water supply tariffs in December 2020. This was due to several factors, the main ones being the reduction of consumption in the non-commercial sector against the background of the pandemic, as well as investment plans.
"When discussing sensitive issues such as tariffs, GNERC always ensures maximum transparency of its considerations. When calculating tariffs, only the necessary costs for continuous, reliable and high—quality supply of consumers are taken into account," the commission says.
The Commission declares that it is always ready to cooperate with the media, as well as with various organizations or individuals, in order to provide the population with comprehensive information on tariffs and other issues of interest to them.
