Most of the Georgia's state debt - 81%, is external debt in the amount of 23.4 billion lari.
The state debt of Georgia as of September 30, 2021 amounted to 28.9 billion lari (9.2 billion dollars), according to the report of the Ministry of Finance of Georgia.
Data on the state debt of Georgia were received together with the report on the implementation of the budget for the three quarters of 2021.

Georgia's external debt

Most of the Georgia's state debt - 81%, is external debt in the amount of 23.4 billion lari.
According to the Ministry of Finance, most of it comes from loans received from donors and partners for infrastructure projects.
At the same time, the bulk of the state's loans are long-term. The average weighted loan term is 20.8 years, the average weighted interest on the loan is 0.97%. Georgia, on average, has about 9.1 years left to repay loans.
At the same time, the Ministry of Finance explains that since 55% of the external public debt consists of loans with a fixed interest rate, this protects loan repayments from fluctuations and ensures that spending on loans remains low.
According to the agency, 22% of the external debt is denominated in SDR due to the large shares in them of the World Bank, the IMF and the Asian Development Bank.
During the three quarters of 2021, 2.6 million lari were spent to cover the external debt, of which 216.8 thousand were interest payments, and the rest went to cover the main part of the debt.

Internal debt of Georgia

The total volume of domestic debt is 5.5 billion lari, of which 5.1 million are treasury bonds and bonds, 320.8 million are National Bank bonds and operations on open markets, and 38.8 million are loans from budget organizations.
To cover the internal debt, the Ministry of Finance has issued Treasury bonds for 6 and 12 months and Treasury bonds for 2, 5 and 10 years.
As of September 30, as a result of the issue of Treasury bonds and obligations, the budget received 740.6 thousand lari and 1.4 million of the principal amount was covered, thus the payment obligations reached 644.98 thousand lari.
At the same time, expenditures to cover the internal debt from the budget amounted to GEL 413.3 thousand.
