UN renews call for implementation of the Shangal Agreement

The UN representative in Iraq once again called for the full implementation of the agreement between Erbil and Baghdad on Shangal in the places where the Yazidi population lives.
The Special Representative of the United Nations Secretary-General for Iraq, Janine Hennis-Plaschert, told reporters on Sunday that the agreement on the stabilization of the security and administrative situation in Shangala is extremely important.
At the same time, she pressed regret that little progress had been made in the implementation of this transaction.
Placchert called on Erbil, Baghdad and other actors on the ground to step up efforts to fully implement the agreement, which, she said, is in the interests of Shangal, Nineveh and Iraq as a whole.
In October 2020, the Government of the Kurdistan Region (PKK) and the Federal Government of Iraq announced an agreement to resolve security and administrative problems in Shangala in the hope of helping the internally displaced Yazidis finally return to their homes.
However, the agreement has not yet produced a concrete result, which is blamed on the Kurdistan Workers ' Party (PKK) and the Iranian-backed Hashd al-Shaabi Shiite militias.
The two armed groups maintain a significant presence in the area of Shangal, which is a strategic location near the border with Western (Syrian) Kurdistan. They refuse to comply with the UN-brokered agreement and do not leave the region.
Seven years after the genocide of the Yazidi population by the ISIL terrorist group in Shangal, hundreds of thousands of people from religious minorities are still reluctant to leave the IDP camps and return to Shangal due to continuing security problems, the lack of a legitimate management system and poor public services.
During his landmark visit to Erbil and Mosul on Sunday, French President Emmanuel Macron also called on all parties to work together to ensure the safe return of Yazidis and other internally displaced persons to their homes.
