Recommendations and requirements:

1. The Yazidi community should be involved and used to search for and support missing persons in order to ensure that this committee is active. We call on the Governments of Iraq and Kurdistan to form a new committee, which will include representatives of the United Nations (UNITAD), the International Committee on Missing Persons, and the International Committee of the Red Cross.

- Coordination with the camp authorities in Syria, especially with the Al-Khol camp.

- Organize visits to camps in Syria with the necessary legal, consular and security measures.

- Ensure that all Yazidis who wish to return to Iraq are provided with the necessary security and advisory support.

- Provide necessary support to survivors upon their return to Iraq, including legal documentation and rehabilitation services.

2. Strengthen coordination to ensure faster and more efficient exhumation of bodies from mass graves.

The governments of Iraq and the Kurdistan region of Iraq must continue to "open" mass graves in Iraq. The international community and specialized actors, such as UNITAD and the International Commission on Missing Persons (ICMP), should continue to provide technical and financial assistance to ensure that this process can proceed more quickly.

There is a need to establish a common electronic DNA database across Iraq to ensure better coordination between the Governments of Iraq and Kurdistan. There should be a standardized mechanism for finding families to try to find their relatives.

Information about how DNA samples were found and presented, as well as planned exhumations and progress reports, should be widely disseminated to the Yazidi community.

3. The adoption of a special law that makes the practice of slavery and human trafficking in Iraq crimes punishable by law.

Without a criminal trial, the families and individuals who still hold enslaved Yazidis live free and open lives in parts of Iraq. The Iraqi Government is encouraged to adopt a law that specifically prohibits all forms of slavery and human trafficking and meets international standards.

The international community should support domestic efforts to strengthen criminal justice mechanisms and bring perpetrators to justice in accordance with international standards.

4. To make all available efforts and resources to rescue and return the abducted Yazidis

We call on the Governments of Iraq and Kurdistan to do everything possible to address this issue. We reiterate the call of the United Nations Committee on Enforced Disappearances, which: “Urges the State [of Iraq] to redouble its efforts to find, locate and release the disappeared persons”. Resources, information, and personnel should be dedicated to this cause.
