At the 129th session of the UN human rights Committee, the "human rights House of Yerevan" coalition raised questions to the state party

The coalition includes 5 non-governmental organizations: Socioscope "Center for social research and counseling, NGO "Pink" human rights defender, "Women's resource center", " Real world, Real people" and PEN Armenia. NGOs raised acute and topical issues of human rights in Armenia, also raised questions about the situation of human rights defenders in Armenia, how their rights are protected, and how they can speak freely and without persecution about human rights issues in Armenia.

The coalition stressed and expressed concern about the smear campaign against human rights defenders: "Smear campaigns conducted by state media and government officials were often used to stigmatize civil society organizations and human rights defenders and discredit their work in Armenia from 2015 to 2018. These campaigns portrayed human rights defenders as foreign agents and spies who could lead to increased threats. After the "Velvet revolution" in may 2018, smear campaigns against human rights defenders were again launched in an unprecedented manner by individuals associated with the former political elite, in an attempt to discredit the government by propagating myths about the activities of foreign-funded non-governmental organizations, human rights defenders and their motives. In post-revolutionary Armenia, anti-human rights and anti-human rights movements are more vocal".

The coalition's concern is that they are being "turned" from human rights defenders into " spies", seeking to destroy their reputation so that citizens do not turn to them if their rights have been violated. Thus, human rights defenders become targets of the security services and are further persecuted.

In past reports sent to the UN, the human rights Committee said: "The Committee is concerned about the information received about threats and attacks against journalists and human rights defenders. The state party should ensure that journalists and human rights defenders are protected from threats and attacks, that all allegations of such acts are investigated immediately and thoroughly, that those responsible are prosecuted and punished, and that victims have access to compensation.»

At the 129th session of the human rights Committee, a Coalition of NGOs raised issues related to the rights of human rights defenders working with the most vulnerable communities and persons belonging to minorities: "Human rights defenders working in the field of sexual and reproductive health and rights are also extremely vulnerable in the public sector, as they are harassed both by state institutions and by reactionary groups that promote a discriminatory culture. In recent years, as a result of their human rights activities, they have been repeatedly targeted for hate speech and humiliating statements."

The state and Eco-activists did not remain without attention from the side:

"The pressure on environmental activists, which began in 2016, continued in 2019. The purpose of such reprisals was to create obstacles to their activities at the political level. Environmental activists are often targeted by mining companies and other businesses

Human rights Committee on relevant articles (Arts. 2, 3, 7, 19, 26) made comments:

"The Committee is concerned about the lack of comprehensive legislation on discrimination. It is also concerned about violence against racial and religious minorities, including by government officials and high-ranking Executive officials, as well as the failure of the police and judicial authorities to investigate, prosecute and punish hate crimes.

The state party should ensure that its definition of discrimination covers all forms of discrimination set out in the Covenant (race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status). In addition, the state party should combat violence and incitement to racial and religious hatred, ensure adequate protection of minorities, and ensure that such cases are properly investigated and prosecuted."
