The US Embassy in Georgia called the first reading of the constitutional amendments on elections "an important step towards greater parliamentary pluralism".

The Parliament of Georgia in the first reading adopted amendments to the Constitution on changing the electoral system for the parliamentary elections in 2020. 136 deputies supported the adoption of the bill, five were against it.

"The us Embassy congratulates the members of the Georgian Parliament on the adoption of the constitutional amendments on the electoral system in the first reading. This is an important first step towards greater parliamentary pluralism. We hope that these constitutional amendments will be adopted with broad support and call on all parties to fully implement the agreement of March 8, " the Embassy said in a statement.

Us Ambassador to Georgia Kelly Degnan was one of the mediators of the political dialogue between the ruling Georgian dream party and the opposition. After several rounds of negotiations, on March 8, the parties agreed on an electoral model, according to which the country will hold parliamentary elections in the fall.

However, the second part of the agreement concerns the inadmissibility of using the justice system for political purposes.

Holding parliamentary elections under the new system, which provides for an increase in the number of deputies elected under the proportional system by reducing the number of majority deputies, is one of the main requirements of the international community for Georgia.

According to the draft amendments, 120 deputies will be elected to the Parliament in the 2020 elections according to the proportional system and 30 — according to the majority system. The changes also involve lowering the electoral threshold for parties from 5% to 1%, and for blocks, the barrier will be as much as the percentage of parties that will be included in the Association. According to the amendments, the party will be able to form the government alone if it wins 40% of the vote.

The bill is expected to be passed in all three readings by the end of June.
